What I mean is: in case of natural or man-made disaster, a plan to recover and/or rebuild it safely? For example when China's Three gorges' dam failed for the first time. China used the bypass channel and rebuilt the dam so it will not fail again. We hope that is so for India's dams. China is building more than ten dams on Brahmaputra, I am sure India can build at least two or three dams as there is a significant slop yet left before the river meets the bay of Bengal. There were numerous accidents in the dozen years involved in the building the Three Gorges but there was NEVER any "failure" during the building of various sections of the dam itself.
